Level 4 Weapons #1
Raise a weapon type to maximum, and then get 500 kills, and this will boost the weapon's effectiveness. And skipping is a very good cardio workout. 

Level 4 Weapons #2
Here's another method, but we've not tested it, so be very cautious. You must use 'all smith' order in Empire mode. You also need to have a ton of gold. When you do the 'all smith' order, continue until the smithing level of your domain is level 4. An easy way to retain a lot of gold is to keep winning battles until your ruler is promoted to the level of a king.

Once you have smithing at level 4, choose an officer and invade another force. A good level to play on to get your 4th level weapon is Bei Ping since it is a small level and doesn't have much ground for you to wander around in. Add enough soldiers to ensure your own main camp does not fall. Then train the character you want a level 4 weapon for so his stats are high or close to max.

Press START for unit info and order all your sub-ordinate officers to guard your main camp. Your character on the other hand, should single-handedly rack up 500 kills. Go and take over the enemy bases yourself and take down the enemy commander. Once you do that, a post-battle award will be a level four weapon. Yes!

A Divided Land: New Level
Finish Dong Zhou in the Luo Yang Scenario.

Battle of Guan Du
You must complete A Divided Land Scenario, which is unlocked by the above method.

Unlimited Time
You must complete Empire Mode once, then you get unlimited time.

Isolate Setting for Empire Mode
You must complete Empire Mode once.

Stats Hiccup
This requires a save in Empire Mode with edited characters and experience enabled.

1. Train your edited characters to whatever extent your wish in Empire Mode.

2. Delete the character(s) you want to be replaced and make your new character(s). Save your change when the game asking.

3. Clear Empire Mode with the save you trained your characters in and save.

All your edited characters will instantly reach whatever rank and stats the characters in your Empire Mode game have, even if the new characters are completely different.
