During gameplay enter L1, L1, R1, X, X, UP. This should give you access to the gnome, who can do very cool things.

Give Simoleons Cheat
In a house or on a lot, do the following: Activate Gnome cheat (see below). Now activate the Time Advance Cheat: Up, Left, Down, Right, R1. Now, select the gnome, then cancel the selection. Input the same cheat again while holding the Triangle button. You will now have the option "Give sim simoleons". Do this, and you will be rich, and never have to use public hospitals again.
